To target the title at the top of the section, and give it a blue background and white text, I used the Widget CSS Classes plugin.
The Widget CSS Classes plugin allows me to add my own CSS classes to any widget. After I add a class to a widget, I can then style that widget individually. And the styles will not affect any other widget.
